在 reddit 上看到有人问了 oracle 支持，大概意思是现在已有的 4c 24G 实例不会受到新政策的影响，也不会收费。但是如果把现有实例终止了，再开就要受到新的政策限制，只能免费开 2c 12G 了 
PS 不过感觉对已升级的用户，客户支持的说法还是很模糊，只说了 Always Free 用户不会有任何新的费用，PAYG 用户他说的是 

Additionally, PAYG, Enterprise, and other paid tenancy types are not impacted by this change, and there is no change to billing behavior or resource limits for paid customer. 

感觉没很明确说会收费还是不收。
